State Ownership and Sustainability of HIV Interventions beyond HPDP II in Nigeria – CHECOD

The technical meeting held on the 23^rd and 24^th July 2015 had in attendance the State House of Assembly appropriation committee chairmen, Permanent secretary of the States Ministries of Health and Finance, SACA HPDP II Project Managers from all States and the FCT. The workshop was facilitated by National Action Committee on Aids (NACA) and funded by the World Bank Group. The Chief Executive Officer of Centre of Health Economics and Development (CHECOD), Dr. Kenneth Ojo, was the key moderator.

The Director General of NACA, PROF. John Idoko represented by the Director Partnership Coordination and support Dr. Emmanuel Al-Hassan in his welcome address stated that the main purpose of the meeting was to discuss the continued sustenance of the HIV/AIDS programme in the country beyond various donor contributions.

The Director General informed the gathering that most of the support of HIV/AIDS programmes in the country comes from organizations outside the country. According to the DG, 80% PLWHIV accessing treatment are funded by foreign donors such as USG PEPFAR programme which caters for 70% of PLWHIV accessing ARTs. Other organizations which have made significant contribution to the HIV National response are the global funds and the World Bank.

The meeting therefore provided an opportunity to plan how to sustain all HIV/AIDS programmes in the country by looking inwards and coming up with possible ways for internal resourcing HIV/AIDS in the country.

Objectives of the meeting

To undertake a situational analysis of the response to HIV/AIDS by States

What is the current level of programme implementation funding and achievements?
How can we ensure that the achievements/gains are sustained and built upon?

To develop modalities for States to take over the funding mechanisms post HPDP II

What are the appropriate mechanisms for implementing HIV/AIDS funding beyond HPDP II and indeed other donor funded programme? Are they available?
What is the policy environment like?

To discuss innovative ways of generating funds locally for the States response

What are the options available to us?

To develop a roadmap towards sustainable funding of HIV/AIDS by the States

Step by step action plan for how we are going to ensure that Nigeria takes ownership and commits resources towards HIV/AIDS interventions were agreed upon.
