Oluwole is an experienced technical evaluation specialist with extensive experience in simulation of economic and financial modeling, fiscal space analysis, database management; survey instrument design and development; data digitization and analysis. His project involvement includes technical support on Fiscal Space Analysis for Health and implementation of State Health Insurance Scheme and Resource Tracking to Lagos, Rivers, Akwa Ibom, Cross River Bauchi, Sokoto, Osun, Kebbi, Plateau and Zamfara states in the Health Sector funded by USAID Health Finance and Governance (HFG) Project; Assessing Fiscal Space for improved domestic funding for Malaria Interventions in Jigawa, Lagos, Kaduna, Kano, Katsina and Yobe States supported by DFID SUNMAP II Project/Malaria Consortium; technical assistance on Fiscal Space Analysis for PHC and Routine Immunization conducted by Solina Limited in Katsina, Kebbi, Zamfara and Niger States supported by GAVI Health Systems Strengthening (HSS) Project;
He is currently providing technical support to World Health Organization (WHO) on production of National and Subnational Health Accounts in Nigeria. He was involved in the application of System of Health Accounts Model to the production of National Health Accounts (NHA) 2010 – 2018 in Nigeria by Federal Ministry of Health and National Bureau of Statistics. He is proficient in the application of statistical packages such as District Health Information Software (DHIS); System of Health Accounts Tool (SHA 2011); One-Health Tool(Planning & Costing Tool), Lives Saved Tool (LiST); Census and Survey Processing Software (CSPro); Epidata, STATA, SPSS and Library Support Vector Machine. Oluwole is an Associate of Cisco Inc. USA and Microsoft certified in IT Professional, Technology Specialist and System Administrator.
Previous consulting assignments include advisory services and analytics on options for raising revenue to health sector in Nigeria (World Bank Consultant) and Economic and Cost Benefit Analysis of National Health Bill funded by Save the Children; simulation modelling of Health Financing Pathways in Nigeria funded by IFC-WBG; feasibility studies for community based health insurance scheme (CBHIS) across thirty-six states of Nigeria funded by NHIS, Estimation of Out-of-Pocket (OOP) Healthcare Expenditures in Rivers, Cross-River, Bauchi and Sokoto States (funded by USAID/HFG), Kaduna state (funded by HSDF), Anambra and Imo states (funded by EU/WHO), evaluation on Public Health Sector Economics and Financial Management in Bauchi and Sokoto States funded by USAID Health, Population and Nutrition (HPN); and development of operational plan for Nigerian Business Coalition Against AIDS.
Others include Community Based Health Insurance Scheme in Gombe State and Development of Policy Manuals and Standard Operating Procedures for Akwa Ibom CBHIS funded by Management Sciences for Health (MSH); data analysis and costing for vulnerable groups social health insurance program in Rivers, Enugu, Bauchi, Benue, Lagos, and Ekiti States; economic and financial modelling for state health insurance scheme in Nigeria by IFC/World Bank Group Nigeria. Others include Assessment of the District Health Information Software (DHIS) for Expenditure Tracking for AIDS in Nigeria funded by PEPFAR /NACA; Feasibility Studies for Community Based Health Insurance Scheme across 36 states of Nigeria; Assessment of Regulatory Environment in Health Sector in each of the six geopolitical zones in Nigeria by Office of the Chief Economic Adviser to the President, etc.
He obtained Postgraduate Diploma in Public Health and Economics at University of South Wales, UK and Nasarawa State University respectively. He is currently studying MSc in Public Health (Health Economics) at University of South Wales, UK. He studied Inter-professional Healthcare Informatics at University of Minnesota, USA and Basics of Health Economics at World Bank Institute. He participated in several training courses including Maternal Mortality: Epidemiological Perspective at Cornell University, USA. He is currently the Director of Programme at Center for Health Economics and Development (CHECOD) and a member of Cornell Nutrition Works in Cornell University, New York and National Health Financing and Equity Technical Working Group of Federal Ministry of Health, Nigeria.
