Professor Olayemi Omotade, MBBS/MD, FMCP, M.A, FRCPCH. TAB and Senior research Associate

Olayemi Omotade is a Professor of Pediatrics and Child Health and the Director of the Institute of Child Health, College of Medicine, University of Ibadan. He is a Consultant Pediatrician to the University College Hospital, Ibadan Nigeria. As part of his residency training in Pediatrics at the University College Hospital, he was on attachment to the University Hospital of Wales, Cardiff where he was trained as a clinical geneticist. At the Institute of Child Health, his research interests spans Community/Preventive Pediatrics and while combining this with his clinical genetics, he has been able to carry out research on infectious and communicable diseases. He has been involved in Program planning and monitoring with international Organizations including WHO, UNICEF and UNDP both at the country and international levels.

Through a Fogarty Fellowship (2001-2) he was able to undertake a course of study leading to the award of a Master of Arts at the Case Western Reserve University Cleveland, Ohio during which he was instrumental to the drawing up of the initial works for Nigeria’s National Ethical Guidelines. He was for some time a member of the National Ethics Review Board for Nigeria as well as for the Joint IRC University of Ibadan/University College Hospital. He has over seventy publications in international and regional journals and he is a member of many professional associations including the PediatricsAssociation of Nigeria, American Society for Bioethics and Humanities, Member, Puebla Group of Networks Collaborating on Health Research for Development, Member, Clinical Genetics Society of Great Britain and International Association for Tropical Pediatrics to mention a few.

He is also a member of the Task Force MIM/TDR/WHO. Member, Scientific Review Committee for the European &Developing Countries Clinical Trials Partnership (EDCTP) for the EDCTP Senior Fellowships Training Awards 2005.Member of WHO/MIM/TRD Task Force on Malaria Research Capability Strengthening in Africa (WHO/TDR Steering Committee) 2003 – date. Professor John E. Ataguba – Research Associate

John Ataguba is a Health Economist. He holds a Bachelors of Science Honours degree in Economics from the University of Nigeria and a Masters in Public Health and PhD Economics (specializing in Health Economics) from UCT. He joined the Health Economics Unit (HEU) as a Researcher/Lecturer in March 2008. Before joining the HEU, John worked in Nigeria as a lecturer in economics at the University of Nigeria where he was involved in teaching and research.His research interests are in the areas of poverty analysis, equity in health and health financing, quantitative health economics and econometric research. In terms of current research projects, John is currently involved in the SHIELD (Strategies for Social Health Insurance for Equity in Less Developed Countries) research project. He is current teaching on some modules for the Masters in Public Health specializing in Health Economics at the HEU. He also teaches on the Postgraduate Diploma in Health Economics.

Olayiwola Akinsonwon Erinosho, Ph.D. TAB and Senior Research Associate

Olayiwola Akinsonwon Erinoshoholds M.Sc. and Ph.D. in Sociology from University of Toronto, Canada. For many years, he was a Professor of Sociology at the Department of Sociology, Olabisi Onabanjo University, Ogun State, Nigeria. He is a medical sociology with extensive working knowledge and research and has published many journal articles, authored and co-authored several books on sociology, health systems and medical sociology.

In 1982-83, he was aVisiting Research Fellow, National Institute for Policy & Strategic Studies, Kuru, Jos, Nigeria, 1994-1995 a Visiting Research Director, Social Development Division, Nigerian Institute of Social and Economic Research, Ibadan, Nigeria and 1998-2006 Executive Secretary, Social Science Academy of Nigeria, Abuja, Nigeria. In 2007, Erinosho was appointed the Senior Principal Adviser, Northwestern University and University of Ibadan REACH Project on HIV/AIDS in Nigeria and 2008- Co-Chaired, Tropical Diseases Research Programme, World Health Organization on Health Systems and Implementation Research.

Akin Osibogun, MBBS, MPH TAB and Senior Research Associate

Akin Osibogun obtained his MPH from Columbia University, USA. He is a Fellow of the National and West African Postgraduate Medical Colleges. He is at present Chief Medical Director, Lagos University Teaching Hospital and Professor of Community Health at the College of medicine, University of Lagos. He was at different times a Visiting Fellow at the Epidemiological Unit, Liverpool School of Tropical Medicine, U.K. and Visiting Lecturer in the International Course in Management of PHC, AndrijaStampar School of Public Health, University of Zagreb, Croatia.

Mukhtar Halliru Ph.D. Senior Research Associate

Mukhtar Halliru holds Master of Business Administration from Bayero University, and Ph.D. Management from UsmanuDanfodiyo University, Sokoto, Nigeria. He is Senior lecturer in Business Administration at Bayero University, He was Visiting Fulbright researcher at Department of Marketing and Finance, Western Illinois University Macomb USA. September 2007 – May 2008. He has consulted with various organizations on public financial management and medium term sector strategies. He is currently working with PATHS2/DFID and Kano State Ministry of Health on public expenditure management review in the health sector in Kano state

Olanrewaju Olaniyan, Ph.D. Senior Research Associate

Olanrewaju Olaniyan obtained is M.Sc. and PhD in Economics from the University of Ibadan. He is currently teaching Economics of Human Resources and Macroeconomics in the Department of Economics, University of Ibadan. His research interests include Economics of Education, Poverty and Inequality, Social Protection and Health Economics. He has experience in social policy work in developing countries for more than 15 years during which he has been able to interact and work with senior-level technocrats and officials. He led the team that prepared the Social Protection Policy note for Nigeria in 2005 and was also part of the team that prepared the National Health Accounts of Nigeria 2003-2005. He has at various times been visiting fellow at Cornell Food and Nutrition Policy Programme, Cornell University and Centre for the Study of African Economies, University of Oxford, United Kingdom.

Akanni Olayinka Lawanson Ph.D. Senior Research Associate

Akanni OlayinkaLawanson teaches health economics and econometrics at the Department of Economics, University of Ibadan. He completed his M.Sc. and Ph.D. Economics from University of Ibadan. He is Visiting Lecturer in Health Economics to the Joint Facility for Electives, (JFE) Collaborative for MA Programme in Economics for Sub-Saharan Africa Universities (organized by African Economic Research Consortium Kenya). He was a Visiting Scholar in various years to International Monetary Fund, Washington. Omoniyi Omoaregba Aregbeyen, Ph.D. Senior Research Associate

Omoniyi Omoaregba Aregbeyen is a lecturer in macroeconomics, development and public sector economics at the Department of Economics University of Ibadan. He obtained his M.Sc. and Ph.D. Economics from University of Ibadan. Bamidele Adetayo, B.Sc, Dip Statistics , Research Assistant

Bamidele is an economist with background in statistics from National Bureau of Statistics, Nigeria. He completed his B.Sc. economics from Olabisi Onabanjo University Ogun State. He has served as a consultant to several organizations on management of operations as well as data analyst. He provided technical support for quality assurance to the fieldwork- Data collection and analysis on Public expenditure Management review in the health sector, as well as the Community Based Health Insurance Inventory study of the National Health Insurance Scheme across Nigeria. Professor Adedoyin Soyibo, Senior Research Associate

Adedoyin was educated in the University of Ibadan; Nigeria where he obtained B.Sc. (First Class Honors) Mathematics; June 1975; Ph.D. Economics; March 1983; and the Massachusetts Institute of Technology; USA where he graduated with SM Management; June 1979. He has over three decades of research, consulting and tertiary teaching experience in Health and Population Economics, Banking and Finance, and Business and Entrepreneurship. He became lecturer, University of Ibadan, Ibadan; Nigeria on 1 August 1980 and was promoted to the rank of Professor on 1 October 1993. He retired from the University on 1 October 2011. However, he was appointed Distinguished Service Fellow, Department of Economics; August 2012.

Ms. Abosede Oyepeju Ibikunle, Research Associate

Abosede obtained B.A in English Language from the University of Maiduguri, Nigeria, Post Graduate Diploma in Journalism from International Institute of Journalism, Abuja, Nigeria and Masters in Public Administration (MPA) from Ladoke Akintola University, Ogbomoso Nigeria. She is a communication advocacy expert with 10 years working experience in reporting and advocacy activities in the communities at local government level. She has worked on various social sector communication and advocacy interventions with success stories in the areas of education, health- nutrition, immunization, infant and maternal health, HIV/AIDS, etc. Her current research effort includes the positive deviance study on routine immunization in Katsina and Zamfara.  She is currently working on informal payments in the health sector and designing of health insurance options for the vulnerable groups including the elderly, mentally disable, displaced and homeless people etc. within the framework of Universal Health Coverage in Nigeria

Ms. Cheluchi Onuobia, Research Associate

Cheluchi a doctorate degree in law, specialising in Health Law, Ethics, and Policy from Dalhousie University, Canada.  She has a First Class degree in law from the University of Nigeria.  Her research has been presented at reputable conferences and published in international journals. She also provides independent peer review reports for academic journals. She is currently Lead Consultant at the Health Ethics and Law Consulting, a consulting outfit focused on providing research and consultancy services. She specialises in Health Law, Health Ethics and Policy.  She has competencies in legislative drafting, policy development, human rights analysis, policy analysis, planning, development and evaluation, development advisory, and in education and research, spanning ten years.

She has extensive experience in health law reform, public policy reform and formulation, health policy development and evaluation, policy development and analysis, and governance and regulation, particularly public health governance.  Her experience has included developing, drafting and research health legislation, regulations and policies, in university and government positions and legal practice in Nigeria and Canada. She has consulted for international development organisations and donor organisations based in Nigeria such as the Canadian International Development Agency, the United Kingdom’s DFID funded project Partnership for Transforming Health Systems Phase II (PATHS2), and for governments, providing insights, reports and case studies.   As a consultant, she has liaised and partnered with relevant stakeholders for effective results.

Ms. Nitah Eleanor Ambang, Research Associate

Nitah Eleanor Ambang obtained B.Sc in Computer Science /Statistics and M.Sc in Statistics from University of Nigeria, Nsukka, Nigeria.  She is a lecturer in Applied Statistics and Computer Science at the Madonna University, Elele Campus, Nigeria and Research Associate at the Centre for Health Economics and Development, Abuja.  Her research interest includes developing models for health financing, the applications of differential equations in health economics and currently working on health spending and health outcome in developing countries. She is a Co Author of the book on Differential Equations and author of a textbook on Introduction to Statistics.

Professor Eyitayo Lambo, Senior Research Associate

Professor Lambo, Ph.D, Technical Advisory Board Member and Senior Research Associate. He obtained B.Sc. in Economics from University of Ibadan, M.Sc. Economics from University of Rochester (USA) and Ph.D. in operations research applied to health systems from Lancaster University (UK). He is the MD/CEO of International Health and Management Consultant, Abuja Nigeria. He was the Health Economist and later Regional Adviser for health sector reforms, health care financing and health in socioeconomic development for the World Health Organization (Regional Office for Africa) between 1990 and 1999. He served as the Director of the Change Agent (for Health Sector Reform) Program developed by DFID UK with the Federal Government of Nigeria from October 2001 to July 2003 when he was appointed Minister of Health of Nigeria. Lambo taught at the Universities of Ibadan, Ilorin and Bendel State, all in Nigeria from 1974 to 1992. He was elected a Fellow for Operations Research (England) in 1986. He was consultant lecturer to the Administrative Staff College of Nigeria (ASCON), Nigeria Industrial Development Bank and African Development Bank. He was also external examiner to several Universities, including the City University of London. He has published over sixty papers, articles and books in the areas of quantitative economics, modeling, operations research applied to health, strategic management, and health economics.

Professor Aminu K. Kurfi, Senior Research Associate

Aminu Kado Kurfi, obtained his M.Sc. Economics from Bayero University, and Ph. D Management from Usmanu Dan-Fodiyo University, Sokoto, Nigeria. He is an Associate Professor of Business Administration at Bayero University, He has served on many committees of Federal/State Ministries in Finance and Health and as a Board member with a number of professional and academic associations including Institute of Treasury Management and Financial Accountants of Nigeria. Kurfi has a wide range of experience working as a consultant for the PATHS2/DFID, Universities, and World Health Organization among other organizations. Mr. Ibrahim Ozovehe Yisa, Research Associate

Ibrahim Ozovehe Yisa is a Public Health Physician, with postgraduate degrees which include: Master of Public Health (MPH), Master of Epidemiology and Medical Statistics and a Fellow of the National Postgraduate Medical College in the Faculty of Public Health. He has a thorough knowledge of immunization service delivery system, including cold chain management, disease surveillance, monitoring and evaluation as well as the malaria control program.

Through effective team work, he has contributed immensely to the development of country strategic plans for immunization services within the context of health sector plans in Nigeria. He has also supported annual immunization plans at sub-national levels, monitored and supervised specific activities, including services delivered at fixed and outreach posts across the different geopolitical zones in Nigeria over the past five years. Ibrahim Yisa in working as a member of a team has also participated in the development of country proposals to assess GAVI funds for injection safety and health system support. He singularly developed the excel sheet for the costing of the GAVI HSS which was acknowledged by GAVI Review Board as good practice to be adopted by other countries. Working with the World Health Organization as a consultant in immunization services (routine and campaigns), he carried out a number of surveillance activities involving investigations of outbreaks of diseases particularly polio and measles. He worked as a public health expert in a team of four consultants contracted by EPOS of Germany from Jan-Mar 2008, to conduct a study commissioned by the EU-PRIME to estimate the cost of a fully immunized child in Nigeria and to explore options for sustainable immunization financing in the EU supported States.

As the Immunization Expert and Head of Operations of the EU-PRIME Project, he oversees and coordinates training, social mobilization activities, the change agent program, logistics and the monitoring and evaluation of the project. Extensive experience in healthcare and public administration, having worked at all levels of command, including policy, monitoring and evaluation in the Nigerian Army and other public functionaries for over 30 years. As the director of public health and hospital services in the Nigerian Army for six years, he was responsible for the planning, implementation, monitoring and evaluation of services, including medical plans in support of peace keeping operations outside the country. He provided oversight functions for the monitoring and evaluation activities of the implementations of these plans. He initiated and put in place structure for public health programmes for disease control in the Nigerian Army and introduced M & E as a core component of public health structure in the Nigerian Army. He is involved in the process of institutionalizing effective M & E system in the medical services of the armed forces in Nigeria. As the program coordinator, he conducted a baseline survey for malaria in a military cantonment in Lagos, Nigeria. He was also a member of the National Malaria Control Programme.

Dr. Aderemi Medupin, Senior Research Associate

Aderemi Medupin obtained his Ph.D. in Economics from University of Ibadan. He is s a Development Economist with practical experience in Socio-Economic Research, Monitoring and Evaluation, Management Consulting and Training. He has been a faculty member in the Nigerian University system with teaching and research responsibilities. Most of his professional and academic works concern trade, health, public finance management, human resource planning poverty and gender related issues. On trade, he has co-authored a book on the ACP-EU Economic Partnership Agreement (EPA) and has been serving as Project Consultant to the National Association of Nigerian Traders (NANTS); on health and public finance management, he has worked with various international organizations including World health organization and the World Bank. Aderemi’s works on gender and poverty are evident in his involvement in the facilitation of NEEDS, the design of SEEDS and performance evaluation on MDG Benchmarks for selected States across Nigeria. He was a member of the National Technical Working Group on Vision 2020

Mr. Olusesan Ishola-Gbenla, Research Associate

Olusesan Ishola-Gbenla is an accomplished private medical practitioner of over 30 years. As a leader of the organized private health sector in Nigeria, he implemented several developmental projects of public health importance sponsored at various times by the WB, USAID, Bill Gates Foundation, Packard Foundation, NACA etc. (1998 – 2006). He pioneered the implementation of the National Public-Private Partnership Policy for the Health sector as the Technical Advisor and Consultant to the newly created PPP Unit at the Federal Ministry of Health since 2008. In addition, he provided technical oversight and leadership to the Kano, Kaduna, Enugu, Jigawa and Lagos states’ MoH in formulating and implementing the strategic and policy frameworks that led to the institutionalization of PPP in the health sector in these states as part of DFID funded Partnership for Transforming Health Systems (PATHS2) program in Nigeria (2008 – 2011).

Adanegbe Peter, B.Sc, DDP, CCM, Data Analyst. Adanegbe Peter is a statistician with extensive project experience in Software Development, Survey/Questionnaire Design, Data Collection, Monitoring of Survey, Data Processing and Data Analysis. He has worked on several projects with National Bureau of Statistics, PATHs 2/DFID, HS2020/USAID and UNFPA. Irene Ekeoma Nwagbara, B.A., Research Ass/Admin Officer. Ms. Olufunmilola Mary Oyebamiji, Research Associate

Olufunmilola Mary Oyebamiji obtained Bachelor of Engineering (B.Eng.) in Information and Communication Engineering at Covenant University, Ota, Ogun State Nigeria. She had her initial working experience with National Information Technology Development Agency (NITDA) and later worked with Banjos Net Solution in the areas of Networking, hardware maintenance and security systems measure. At Abuja Municipal Area Council in 2013, she began the process of developing the database management systems. Currently, her interest in research motivated the working relationship with the Centre for Health Economics and Development to better understand the applications of health information technology in healthcare. She is also responsible for the establishment of database for health management information system as well as capacity building in software applications for research members.  She is presently planning to pursue her Ph.D. in the area of health informatics/bioinformatics.

Mr. Michael Ojonugwa Achimugu, Research Assistant

Michael received his B.Sc in political science from Kogi State University, Nigeria.  He has served as a consultant to Local governments on issues of pensions for retiree, budgeting and governance. He is currently a research assistant in the Centre for Health Economics and Development with focus on political economy and governance in the health sector.  He is currently planning on his study for M.Sc. in Political Economy.

Ms. Dolapo Christiana Ojo, Research Assistant

Dolapo Christiana Ojo received her B.Sc. in Economics from Covenant University, Nigeria.  She has working knowledge of economic modeling in the health sector and the use of econometric software for quantitative analysis.  She is a research assistant in the Centre for Health Economics and Development and currently planning on her study for M.Sc. in Economics.
