The Department of Health Planning, Research and Statistics (DHPRS) of the Federal Ministry of Health and Social Welfare, in collaboration with relevant departments, agencies, parastatals, and development partners, has made significant strides in the development of the zero-draft Monitoring, Evaluation, Accountability, Research, and Learning (MEARL) Plan. This plan is a critical component of the Health Sector Strategic Blueprint (HSSB) 2023–2027 and is designed to support systematic tracking of implementation progress, assess impact, and strengthen accountability across the health sector.

To facilitate the technical review and validation of the draft MEARL Plan, an expanded five-day workshop was convened with members of the Sector-Wide Approach (SWAp) Monitoring and Evaluation Technical Working Group. The primary goal of the workshop was to engage key stakeholders in evaluating the draft plan, reviewing its indicators and reporting mechanisms, and fostering stakeholder ownership necessary for long-term implementation and sustainability. The workshop sought to ensure the alignment of MEARL indicators with the interventions articulated in the HSSB, validating them within the context of proper institutional arrangements and operational planning structures.
