The Federal Government in National Development Plan (NDP) and Vision 2020 programme designed to reduce poverty, create wealth, generate employment and change our orientation. Within the context of NDP, the Federal Ministry of Health (FMOH) has developed a comprehensive National Health Strategic Development (NHSDP) that will assist in the development and implementation of policies and programmes that will strengthen the National Health System.
Over the years, the management mechanisms of the health systems have been challenged by series of issues that have constrained optimal functioning and thus the performance of the system. To ensure that the reform in the health sector has appropriate focus, is institutionalized and sustainable, the FMOH recognized and embarked on the development of appropriate tools, mechanisms, guidelines and protocols for regulating and managing the health systems. As part of the reform agenda, the FMOH also embarked on reforming the management and structure of Federal Tertiary institutions.
To this end, the Federal Tertiary Institutions have developed their strategic interventions within the framework of NSHDP 2010 – 2015. They are now in process of implementing them. However, the capacity to implement the plan is limited in all the hospitals. For example, scaling up the implementation of public private partnership initiatives in these plans will require information on costs of service delivery in various cost centres. Without quality cost data it is not possible to make accurate projections, improve technical efficiency, control expenditure and enhance accountability of managers in the hospital sub-sector. It is therefore necessary to develop capacity and sensitize the managers in costing hospital services that will that inform policy regarding hospital performance. The Centre for Health Economics and Development has decided to take on this responsibility of supporting Federal Ministry of Health in development of necessary skills in costing for the public tertiary Hospitals in the country.
