Situation Analysis
Effective health sector public expenditure management (PEM) is necessary to increase transparency, minimize corruption, streamline public spending, and improve the quality of service delivery in this sector. In Nigeria, budget processes have historically been impenetrable and have seldom entailed participation of CSOs and other non-governmental actors.While there are presently a large number of CSOs operating in Nigerian Health sector, very few, however, have been active in the major phases of PEM, namely budget preparation, budget execution, budget utilization; benefit incidence analysis and the national health accounts (NHA). Indeed, little focus has been placed by the CSOs on the assessment of the adequacy, appropriateness and effectiveness of health sector spending, allocation, disbursement and execution in order to inform refinement of health sector policy and strategy.
Description of the Project
Based upon CSO capacity needs and performance assessment gaps, this project will focus on generating the evidence for strengthening the role of CSO Networks and coalitions and other individual CSOs in health sector public expenditure management. The project will also contribute to collaboration between government and CSOs in institutionalization of effective public expenditure management system in the health sector.
The more immediate objectives of the project are to:
- assess the CSO capacities and needs for capacity development and participation in health sector MTSS;
- develop common approach to CSO engagement in PEM and strengthen capacity to translate evidence to influence policies related to public budget formulation, execution, utilization, BIA and NHA; and
- develop the processes, mechanisms and structure for knowledge management and information sharing through the establishment of resource center on public expenditure management.
